UK Cycling Deaths Increase

Government statistics show that cycling deaths are on the increase in the UK there even as vehicular deaths continue to decrease. Is it because more folks ride? Or because safety efforts focus on motoring? Though London is more bike-friendly, much of the rest of the country (like the US) is resolutely not conducive to safe riding.
