Why No Innovation?

Reviewing documents at City Clerk’s office I understood why there’s no innovation in Beverly Hills: the environment there is not conducive to it. Salaries are collected, benefits accrued, and the Clerk gets a bonus, but sans leadership the ranks simply out-wait the clock as the AC drones.
